The State Highway Administration's (SHA) Office of Materials Technology (OMT) is currently recruiting for a Senior Soils Laboratory Technician (Transportation Engineering Technician V) position in Anne Arundel County. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. Nature of Work: This position reports directly to the Soils Team Leader, in the Soils and Aggregate Technology Division. This is an advanced and technical position in the field of materials evaluation used in highway construction and design and requires a thorough understanding of these materials. This position will receive guidance from the Soils and Aggregate Laboratory engineers. Also, this position will be responsible for specific tasks and projects to assist in the operations of the laboratory, including training and leading consultant and permanent staff.

The Senior Soils Laboratory Technician will apply techniques, engineering principles, applicable policies, and standards to a variety of efforts as they relate to materials designated for highway construction and to operational improvement. This position will perform routine as well as complex and advanced testing for the laboratory team and help develop strategies for improvements of the team and its testing mission. This position performs advanced soil and aggregate materials testing, including soils mechanics testing using auto-consolidometer, direct and triaxial shear devices, and resilient modulus equipment. This position is responsible for maintaining all soil testing equipment to the American Association of State Highway and Transportation Officials (AASHTO) accreditation criteria and performing for the AASHTO Proficiency Sample Program. This duty requires the use of computerized database systems that are used to store, retrieve, and report information about sample/workflow scheduling and test data.

Qualifications

Minimum Qualifications:
Education: Graduation from a standard high school or possession of a high school equivalency certificate.

Experience: Eight (8) years of experience in technical engineering related work in the areas of design, traffic, construction, materials testing, engineering surveys, maintenance, or planning.

Selective Qualification: Four (4) years of the required experience must have involved in quality assurance and/or quality control laboratory testing of construction materials.

*A Selective Qualification is more focused in scope than the minimum qualifications for this classification. Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or ability).


Preferred Qualification:

The ideal candidate should possess the following:
* Experience in soils laboratory testing, standard specifications, and procedures
* Excellent oral and written communication skills
* Experience and knowledge of AASHTO including source laboratory accreditation and proficiency sample testing
* Experience in materials testing and acceptance procedures regarding the quality of soils and aggregates and related materials used in highway and bridge construction

Notes:
1. Applicants may substitute education in a civil engineering curriculum at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience, up to a maximum of three years.

2. Applicants who possess an associate degree in either engineering, construction management or surveying or surveying technology from an accredited community college, college or university are considered to have met two years of the eight year experience requirement.
